The Ministry of Energy and Water (MEW), Afghanistan intended to utilize World Bank financing made available under the Emergency Irrigation Rehabilitation project for consultancy services towards the selection of project sites, carrying out surveys and detail designs of feasible projects, and preparation of tender documents for a number of small dams, micro-hydropower installations and other infrastructure. The intention was to target small dams in closed river basins and water resources projects with localized benefits and minimal environmental and social impacts.

As per the WB safeguard policies, environment and social safeguards were triggered and the program required the preparation of an Environmental and Social Management Framework (ESMF), and subsequently detailed environmental assessment, environmental management plan as well as site specific resettlement plans. EMC deployed a novel technique of processing Google Maps as well as available Remote Sensed (RS) imageries coupled with ArcGIS's tools such as "dam flooding". A land use land cover classification followed by use of Digital Elevation Modelling allowed impact of various scenarios of submergence and thus "score" extent of impacts. The entire assignment was carried out in a record period of one month.
